Having been many years a magistrate with a long awareness of the declining freedoms enjoyed by the ordinary citizen and a corresponding fear of the big brother state`s ever increasing encroachment on civil liberties I hope that my personal observations within these general parameters will be of interest to those with an open mind. There is no intention to undermine public confidence in the judiciary or to impugn the integrity of any member of the judiciary or the judiciary in general unless knowledge on a particular individual or episode is already in the public domain.

At a time when the government has assigned police to conduct their own traffic prosecutions in newly designated dedicated traffic courts an interesting debate was yesterday held in the House of Commons: Road Traffic Offences (Sentencing).
